Karbal & Co provides consultancy and arbitration services to clients on the laws of Libya and our team of lawyers advises on the laws of the jurisdictions of the Middle East and North Africa. As the leading Libyan law firm, we offer services to clients operating in the private and public sectors, both government agencies, international law firms, and multinationals.

The law firm was first established in Dubai, the United Arab Emirates in 2002 by Dr. Mohamed Karbal, a lawyer admitted to practice law in Washington D.C., New York, Libya, and Dubai, United Arab Emirates. The firm was established in Libya in 2011, we are the first international law firm established in Libya.

Through our office in Washington D.C., we partner with law firms in the jurisdiction of the Middle East and North Africa to assist clients in Western jurisdictions in obtaining their legal services. Our lawyers and consultants are admitted to practice law in different jurisdictions in the Middle East and we offer legal consultants in relation to such requests.

Profile of our Managing Partner

Our managing partner, Dr. Mohamed Karbal is an attorney licensed to practice law in New York, Washington D.C., Dubai, and Libya who has decades of experience of practicing law in the public and private sectors in the Middle East and North Africa.

Dr. Karbal’s expertise transborder corporate and commercial legal transactions. Dr. Karbal provides exceptional legal analysis while drafting in English and Arabic.

In addition to his experience in the private sector, Dr. Karbal has held various governmental positions for over twenty years. Such positions include the head of the legal department at the Abu Dhabi Health Authority, Abu Dhabi Department of Education, and the Transportation Department of Abu Dhabi. Dr. Karbal oversaw and advised on the restructuring of the Abu Dhabi transportation system and drafting of legislation in the Emirates, including:

the ”Law No. 23 of 2005 Regarding the Health Insurance Scheme for the Emirate of Abu Dhabi;” and
the maritime regulations of Abu Dhabi.

As managing partner of Karbal & Co, Dr. Karbal led the team which amended the “Waterways Management Regulations for the Emirates of Abu Dhabi” in order to be compliant with international maritime laws, regulations, and standards (e.g., MARPOL) in 2014.

Dr. Karbal received a Doctor of Philosophy (PhD) from the University of Missouri-Columbia, Missouri, USA, a Master of Laws (LL.M.) in Maritime Law from the University College London, (UCL), a Master of Laws (LL.M.) in International Law from Indiana University, Indiana, USA and a Bachelor of Laws (LL.B.) from the University of Benghazi, Libya. Dr Karbal holds a Certificate in Maritime Dispute Resolution and Arbitration from Lloyd’s Maritime Academy and is a member of the Chartered Institute of Arbitrators, London, UK.

In addition to practicing law, Dr. Karbal has held the position of Associate Professor in various American and international universities.
